BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA: 
SECTION 1.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Section 9301 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
A.  There is hereby created a Telecommunications Di vision within 
the Oklahoma Department of T ransportation. 
B.  The Director of the Oklahoma D epartment of Transportation 
shall assign qualified personnel to staff and manage the 
Telecommunications Division .

C.  The Oklahoma Department of Transportation shall promulgate 
rules and regulations to imple ment the creation of the Division and 
to carry out the duties described in section 2 of this act. 
SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 9302 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
A.  The Telecommunications Division shall init iate a feasibility 
study to assess the creation of a statewide interoperable radio 
network and facilitate access for state ag encies, counties, 
municipalities, tribal governments, and schools. 
B.  The Division shall issue a request for proposal to hire a 
consultant to conduct the feasibility study. The Request for 
Proposal shall outline the ob jectives, scope, and requirements of 
the study. 
C.  The feasibility study shall focus on evaluating the 
technical and logisti cal aspects of enabling access to state-funded 
radio towers and the creation of a statewide interoperable radio 
network system to enhance public safety communications. 
D.  The Division shall develop and implement a timeline for the 
feasibility study and su bsequent actions. 
E.  By July 1, 2025, the Division shall provide a report on the 
progress of the feasibility study and recommendations to the 
Oklahoma Senate and the Oklah oma House of Representatives.

SECTION 3.  This act shall become eff ective November 1, 2024.
