AS INTRODUCED 
 
An Act relating to school mapping data; defining 
term; prescribing requirements for school m apping 
data; providing for use of data by law e nforcement; 
creating School District Mapping Data Grant Program; 
authorizing the Oklahoma Department of Public Safety 
to make application for funding; imposing 
requirements with respect to funds; providing for 
codification; providing an effective date; and 
declaring an emergency . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5-149.1 of Title 70, unless 
there is created a dup lication in numbering, reads as follows: 
A.  As used in this section, the term "school mapping data" 
means information provided in an electronic or digital format to 
assist first responders in responding to emergencies at schools. 
B.  The school mapping da ta provided must: 
1.  Be compatible with software platforms used by local, county, 
state, and federal p ublic safety agencies that provide emergency 
services to the specific school for which the data is provided

without requiring such agencies to purchase a dditional software or 
requiring a fee to view or access the data ; 
2.  Be compatible with security softw are platforms in use by the 
specific school for which the data is provided without requiring the 
local law enforcement agencies or school districts to pu rchase 
additional software or requiring a fee to view or access the data ; 
3.  Be in a printable format and, if requested in addition to 
subsection A of this section, be in a digital file format that can 
be integrated into interactive mobile platforms in us e; 
4.  Be verified by the entity producing the data for accuracy by 
a walk-through of school buildings and grounds; 
5.  Be oriented true north; 
6.  Be overlaid on current aerial imagery ; 
7.  Contain site-specific labeling that matches the structure of 
school buildings, including room labels, hallway names, and external 
door or stairwell numbers and location s of hazards, critical utility 
locations, key boxes, automated external defibrillators, and trauma 
kits; 
8.  Contain site-specific labeling that matches the school 
grounds, including parking areas, athletic fields, surrounding 
roads, and neighboring proper ties; and 
9.  Be overlaid with gridded "x" and "y" coordinates. 
C.  School mapping data as defined by this section shall not be 
modified or updated independently without corresponding updates to

school mapping data within software platforms used by local, county, 
state, and federal public safety agencies tha t provide emergency 
services to the specific school. 
D.  In order to facilitate efficient emergency response by 
public safety agencies in the State of Oklahoma, the School District 
Mapping Data Grant Pro gram is created within the Oklahoma Department 
of Public Safety.  The Oklahoma Department of Public Safety may 
apply to receive funds to provide school m apping data for each 
public school, including charter schools, in the district and each 
private school.  The Oklahoma Department of Public Safety shall use 
the funds to satisfy all or some of the requirements of this 
section, which may include procuring a vendor to provide such data. 
The entity producing the data is responsible for providing the data 
to the Oklahoma Department of Public Safety , school district, and 
local law enforcement and public safety agencies for use in response 
to emergencies and for conducting any required or authorized drills. 
SECTION 2.  This act shall become effecti ve July 1, 2024. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and aft er its passage and approval.
