AS INTRODUCED 
 
An Act relating to school funding; directing the 
State Department of Education to submit quarterly 
expenditure and disbursement reports to the 
Legislature; prescribing timing for report 
submission; mandating information to be included in 
report; providing for form at of report; mandating 
report be published on Department website; requiring 
designation of certain Department employee; defining 
term; and providing for codification . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3-104.12 of Title 70, unless 
there is created a duplication in numbering, reads as follows: 
A.  Beginning October 1, 2024, the State Department of Education 
shall compile and submit quarterly reports to the Oklahoma House of 
Representatives and th e Oklahoma State Senate detailing all 
expenditures and disbursements made by the Department and the State 
Board of Education during the preceding quarter.

B.  The quarterly reports shall be submitted within thirty (30) 
days after the end of the relevant qua rter and shall include, for 
each expenditure or disbursement: 
1.  The date of the expenditure or disbursement; 
2.  The amount of the expenditure or disbursement; 
3.  A brief description of the category and purpose of the 
expenditure or disbursement; and 
4. The specific source of funds used for the expenditure or 
disbursement including, but not limited to, state funds, federal 
funds, grant funds, private funds, or funds from any other source. 
C.  The quarterly reports shall be submitted to the Legislature 
in both electronic and hard copy format.  The Department shall also 
publish the quarterly report s on its website within ten (10) days o f 
submitting the report to the Legislature. The Department shall 
designate an employee of the Department who can verify the accuracy 
of the quarterly reports and answer any questions about the 
information contained in the report s. 
D.  As used in this section, "expenditure" means any payment of 
money made by the Department or the Board in pursuit of its 
functions and duties, regardless of the source of the funds.
