BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new se ction of law to be codified in the Oklahoma Statutes as Section 3-104.12 of Title 70, unless there is created a duplication in numbering, r eads as follows: A. Beginning October 1, 2024, the ten state agencies which received the highest cumulative funding in the prior year's most HB3943 HFLR Page 2 BOLD FACE denotes Committee Amendments. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 recent fiscal year budget passed by the Legislature shall compile and submit quarterly reports to the Oklahoma Hou se of Representatives and th e Oklahoma State Senate detailing all expenditures and disbursements made by those ten agencies during the preceding quarter. B. The quarterly reports shall be submitted within thirty (30) days after the end of the relevant qua rter and shall include, for each expenditure or disbursement: 1. The date of the expenditure or disbursement; 2. The amount of the expenditure or disbursement; 3. A brief description of the category and purpose of the expenditure or disbursement; and 4. The specific source of funds used for the expenditu re or disbursement including, but not limited to, state funds, federal funds, grant funds, private funds, or funds from any other source. C. The quarterly reports shall be submitted to the Legislature in both electronic and hard copy format. The agencies shall also publish the quarterly report s on their websites within ten (10) days of submitting the report s to the Legislature. Each agency shall designate an employee of the agency who can verify the accuracy of the quarterly reports and answer any questions about the information contained in the report s. As used in this section, "expenditure" means any payment of money made by the agency or the Board in pursuit of its functions and duties, regardless of the source of the funds.
