AS INTRODUCED 
 
An Act relating to the Oklahoma Capitol Improvemen t 
Authority; providing for allocation of funds from the 
Legacy Capital Financing Fund for purposes of 
constructing the State Capitol Arch; authorizing 
contract for design and construction; designating 
parcel of real property for purposes of construction; 
providing for applicability of provisions related to 
administration of the Legacy Capital Financing Fund; 
providing for codification; providing an effective 
date; and declaring an emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new secti on of law to be codified 
in the Oklahoma Statutes as Section 401 of Title 73, unless there is 
created a duplication in numbering, reads as follows: 
A.  The Oklahoma Capitol Impr ovement Authority shall allocate 
the sum of Four Million Three Hundred Thousand Dollars 
($4,300,000.00) from the Legacy Capital Financing Fund for purposes 
of the design and construction of the State Capit ol Arch the purpose 
of which is to honor and memorialize the services per formed by the 
Oklahoma National Guard.

B.  The State Capitol Arch shall be constructed upon the 
following described parcel of real property: 
[    ] 
C.  The State Capitol Preservation Commission shall enter into 
contract with such person , persons, or lawfully recognized entities 
as may be required in order to construct the State Capitol Arch 
according to preliminary design documents as prepared by the 
Architect of the State Capitol. 
D.  The provisions of Section 187B of Title 73 of the Oklahoma 
Statutes shall be applicable to the project. 
SECTION 2.  This act shall become effectiv e July 1, 2024. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason wher eof this act shall take effect a nd 
be in full force from and afte r its passage and approval.
