Supp. 2023, Se ction 5-148.2), which relates to the School Security Revolving Fund; expanding authorization for expendi ture; providing for codification; providing an effective date; and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 5 -149.4 of Title 70, unless there is created a duplicatio n in numbering, reads as follows: A. This act shall be known and may be cited as “Alyssa’s Law”. B. Beginning with the 2024 -2025 school year, each school district in this state shall implement a mobile panic alert system. The system shall: 1. Connect emergency service technologies to ensure real -time coordination among multiple first responder agencies; and ENGR. H. B. Integrate with public safety answering point infrastruct ure to transmit 9-1-1 calls and mobile activations. C. The State Board of Education sha ll adopt a list of approved mobile panic alert systems. At a minimum, an approved school security alert and response system shall: 1. Automatically alert designated s chool personnel when an emergency response is initiated on -site by smartphone applicatio n, phone call, text message, or other technology; 2. Provide emergency responders with floor plans, caller location, and other informa tion to assist emergency responde rs during a 9-1-1 call; and 3. Integrate designated school personnel with emergency responders to provide real-time situational updates during an emergency. SECTION 2. AMENDATORY Section 2, Chapter 281, O.S.L. 2023 (70 O.S. Supp. 2 023, Section 5-148.2), is amended to read as follows: Section 5-148.2 A. There is hereby created in the State Treasury a revolving fund for the State Department of Education to be designated the "School Security Revolving Fund". The fund shall be a continuing fund, not subject to fiscal year limitations, and shall consist of all monies r eceived by the State Department of Education from: ENGR. H. B. Reimbursements, grants, or other mo nies received from other state agencies and entities for school security; 2. Reimbursements, grants, or other monies received from the United States government oblig ated to school security projects; 3. Gifts, donations, and bequests; and 4. Monies appropriated or apportioned by the Legislature. B. All monies accruing to the credit of the School Security Revolving Fund are hereby appropriated and may be budgeted and expended by the State Department of Education for the purposes of: 1. Establishing and m aintaining a School Resource Officer Program; and 2. Providing physical securit y enhancements for schools including, but not limited to, school resource officers, cameras, gates, lighting, locks, doors, windows, security geofencing, and ballistic storm shelters , and mobile panic alert systems . Monies in the School Security Revolving Fund shall supplement and not supplant existing school security funding. C. Expenditures from the School Security Revolving Fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the O ffice of Management and Enterprise Services for approval and payment. Expenditures from the School Security Revolving Fund shall not exceed Fifty Million Dollars ($50,000,000.00) in any fiscal year and ENGR. H. B. SECTION 3. This act shall become effective July 1, 2024. SECTION 4. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after i ts passage and approval.
