COMMITTEE SUBSTITUTE 
 
An Act relating to schools; creating A lyssa’s Law; 
providing short title; requiring school districts to 
implement certain alert system by certain school 
year; establishing system requirements; stating 
legislative intent that certain funds be used for 
implementation; providing for codificat ion; providing 
an effective date; and declaring an emergency. 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF O KLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5 -149.4 of Title 70, unless 
there is created a duplication in numbering, reads as follows: 
A.  This act shall be known and may be cited as “Alyssa’s Law”. 
B.  Beginning with the 2024 -2025 school year, each school 
district in this state shall implement a hardwired or mobile panic 
alert system. The system shall: 
1.  Connect emergency service technologies to ensure real -time 
coordination among multiple first responder agencies; and

2.  Integrate with public safety answering point infrastructure 
to transmit 9-1-1 calls and mobile activations. 
C.  The State Department of Education shall publish a list of 
approved hardwired and mobile panic alert systems.  At a minimum, an 
approved school security alert and response system shall: 
1.  Automatically alert designated school personnel when an 
emergency response is initiated on -site by smartphone application, 
phone call, text message, or other tec hnology; 
2.  Provide emergency responders with floor plans, caller 
location, and other information to assist emergency responders 
during a 9-1-1 call; and 
3.  Integrate designated school personnel with emergency 
responders to provide real -time situational updates during an 
emergency. 
D.  It is the intent of the Legislature that the State Board of 
Education shall use funds appropriated for the support of public 
school activities to implement the provisions of this section. 
SECTION 2.  This act shall become effective July 1, 2024. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, he alth, or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take eff ect and 
be in full force from and after its passage and approval.
