AS INTRODUCED 
 
A Joint Resolution directing the Secretary of State 
to refer to the people for their approval or 
rejection a proposed amendme nt to Section 6 of 
Article III of the Constitution of the State of 
Oklahoma; creating the Oklahoma Elections Reform Act 
of 2023; providing ballot title; and directing 
filing. 
 
 
 
 
BE IT RESOLVED BY THE HOUSE OF REPRESENT ATIVES AND THE SENATE OF THE 
1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of St ate shall refer to the people for 
their approval or rejection, as and in the manner provided by law, 
the following proposed amendment to the Constitution of the Sta te of 
Oklahoma by adding a new Section 6 to Article III thereof, to read 
as follows: 
Section 6.  This act shall be known and may be cited as the 
"Oklahoma Election Reform Act of 2023 ". 
SECTION 2.  The Ballot Title for the proposed Constitut ional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form:

THE GIST OF THE PROPOSITION IS AS FOLLOWS: 
This measure adds a new section to Article 3 of the Oklahoma 
Constitution. It creates the Oklahoma Elections Reform Act of 
2023. 
SHALL THE PROPOSAL BE APPROVED?

SECTION 3.  The Chief Clerk of the House of Represen tatives, 
immediately after the passage of this resolution, shall prepare and 
file one copy thereof, including the Ballot Title set forth in 
SECTION 2 hereof, with the Secretary of State and one copy with the 
Attorney General.
