BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA : SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1-126 of Title 70, unless there is created a duplication in numbering, reads as follows: A. The State Department of Education shall create an incentive program for school distric ts that adopt phone-free campus policies. Beginning with the 2024-2025 school year, if a school district board of education adopts a phone-free campus policy that pr ohibits the use of cell phones by students while on the campus of a public Req. B. A school district board of e ducation that submits a policy as provided for in subsection A of thi s section prior to distribution of the midyear adjustment in State Aid required by Section 18-200.1 of Title 70 of the Oklahoma Statutes shall be eligible for the following incentive amounts: 1. One Hundred Thousand Dollars ($100,000.00 ) for a school district with an average daily attendance (ADA) of five hundred (500) or fewer students for the preceding school year; 2. Five Hundred Thou sand Dollars ($500,000.00) for a school district with an ADA of more than five hundred (500) students but not more than one thousand five hundred ( 1,500) students for the preceding school year; or 3. One Million Dollars ($ 1,000,000.00) for a school district with an ADA of one thousand five hundred (1,500) students or more for the preceding school year. C. A school district that submits a policy as pro vided for in subsection B of this section shall be subject to unannounced visits by the State Department of Education’s regional accreditation officers to ensure compliance with the policy adopted pursuant to subsection B of this section. A school district found to be in noncompliance with its policy shall be required to repay to the Req. SECTION 2. This act shall become effective July 1, 2024. SECTION 3.
