BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKL AHOMA: SECTION 1. NEW LAW A new section of law to be codifi ed in the Oklahoma Statutes as Section 905 of Title 40, unless there is created a duplication in numb ering, reads as follows: A. There is hereby created in the State Treasury a revolving fund for the Oklahoma Workforce Commission to be designated the “Workforce Development Revolving Fund”. The fund shall be a continuing fund, not subject to fiscal year limita tions, and shall consist of all monies received by the Oklahoma Workforce Commission from state appropriations provided for the purpose of increasing the number of degrees, licenses, certificates, and other credentials granted to fulfill workforce needs identified pursuant to subsection Req. All monies accruing to the credit of the fund are hereby appropriated and may be budgeted and expended by the Oklahoma Workforce Co mmission for the purpose provided for in this subsection. Expenditures from the fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise Services for approval and payment. B. The Oklahoma Workforce Commission shall identify workforce needs in critical occupation areas that are in high demand and are projected to have positive future growth. SECTION 2. There is hereby appropriated to the Workforce Development Revolving Fund created pursuant to Section 1 of this act from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2023, the sum of Two Hundred Million Dollars ( $200,000,000.00) or so much thereof as may be necessary fo r the purpose provided for in Section 1 of this act. SECTION 3. This act shall become effective July 1, 2024. SECTION 4.
