SENATE BILL NO. 2035 	By: Treat of the Senate

An Act relating to vehicle license and registration; 
requiring license plates to be issued to motor 
vehicle and not the owner upon ce rtain date; 
providing for transfer of plate between owners; 
authorizing Service Oklahoma to promulgate rules; 
repealing 47 O.S. 2021, Section 1112.2, as amended by 
Section 126, Chapter 282, O.S.L. 2022 (47 O.S. Supp. 
2023, Section 1112.2), which relates to transfer of 
license plates; providing for codification; providing 
an effective date; and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1112.2A of Title 47, unless 
there is created a duplication in numbering, reads as follows: 
A.  Effective July 1, 2024, every motor vehicle license plate 
shall be issued to and remain with the motor vehicle it is initially 
registered to and shall be transferable between motor vehicle 
owners. 
B.  Service Oklahoma shall promulgate rules as may be required 
to implement the provisions of this section including, but not

limited to, rules required for a system under which the license 
plate is registered to a motor vehicle and not an individual for all 
transfers of ownership of motor vehicles and license plates. 
SECTION 2.     REPEALER     47 O.S. 2021, Section 1112.2, as 
amended by Section 126, Chapt er 282, O.S.L. 2022 (47 O.S. Supp. 
2023, Section 1112.2), is hereby repealed. 
SECTION 3.  This act shall become effe ctive July 1, 2024. 
SECTION 4.  It being immediately necessary for the preservation 
of the public peace, health or safety, an e mergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
