AS INTRODUCED 
 
An Act relating to mental health services funding; 
amending 57 O.S. 2021, Section 631 , which relates to 
the County Community Safety Invest ment Fund; 
providing funds to the Department of Mental Health 
and Substance Abuse Services for certain 
distribution; requiring certain services listing ; 
requiring certain reporting; amending 57 O.S. 2021, 
Section 633, which relates to appropriations to the 
County Community Safety Investment Fund; auth orizing 
certain fund allocation; updating statutory 
references; and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY    57 O.S. 2021, Section 631, is 
amended to read as follows: 
Section 631. A.  There is hereby created in the State Treasury 
a revolving fund to be de signated the “County Community Safety 
Investment Fund”.  The fund shall be a continuing fund, not subject 
to fiscal year limitation s, and shall consist of all mon ies received 
pursuant to Section 633 of Title 57 of the Oklahoma Statutes this 
title.

B.  All monies appro priated and accruing to the credit of the 
fund shall be budgeted and expended by the Office of Management and 
Enterprise Services for the sole purpose of providi ng funds to the 
Department of Mental Health and Substance Abuse Services to 
distribute within or to counties to provide community rehabilit ative 
programming, including bu t not limited to mental health and 
substance abuse treatment and rehabilitation , education, supportive 
employment, healthcare, data collection, and related technology 
services.  Funds shall be disbursed in proportion to count y 
population, as reported in th e most recent census. 
C.  Expenditures from the fund shall be made upon warrants 
issued by the State Treasurer against claims filed as prescribed by 
law with the Director of the Office of Management and Enterprise 
Services for approval and payment. 
D.  The Director of the Office of Management and Enterprise 
Services Department of Mental Health and Substance Abuse Services 
shall promulgate rules necessary to implement the provisions o f this 
act Section 631 et seq. of this title , including listing qualifying 
evidence-based services eligible for funding to include but not be 
limited to mental health services, substance abuse treatment and 
rehabilitation, education, supportive employment, healthcare, data 
collection, and related technology services. 
E. On or by November 1, 2026, the Department of Mental H ealth 
and Substance Abuse Services shall issue a report to the Legislature

and the Office of Management and Enterprise Services detailing 
expenditures by counties, assessing outcom es, and describing any 
continued need for funding. 
SECTION 2.     AMENDATORY     57 O.S. 2021, Section 633, is 
amended to read as follows: 
Section 633. An amount equal to the savings calculated by the 
Office of Management and Enterprise Services pursuant to Section 63 2 
of Title 57 this title shall, subject to appropriation by the 
Legislature, be paid to the County Community Safety Investment Fund 
for allocation by the Department of M ental Health and Substance 
Abuse Services within counties. 
This section is intended to comply with, and is subject to, 
Article V, Section 55, Article VI, Section 12, Article X, Section 
23, and the other applic able provisions of the Oklahoma 
Constitution. 
SECTION 3.  This act shall becom e effective November 1, 2023.
