SENATE BILL 454 	By: Murdock 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to invasive woody species; requiring 
certain reporting; identifying certain agencies and 
institutions; requiring certain report transmission; 
defining certain term ; and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAH OMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 126 of Title 74, unless there is 
created a duplication in numb ering, reads as follows: 
A.  State agencies and public institutions listed in subsection 
B of this section shall pre pare a report that includes : 
1.  Documented efforts and associated costs within the past ten 
(10) years to eradicate invasive woody species ; 
2.  An estimate of the amount of acreage owned by the state 
agency or public institution covered by invasive woody species ; 
3.  A plan on future eradication efforts on the property of the 
state agency or public institution of invasive woody species within 
the next five (5) years; and 
4.  The associated costs of the future eradication efforts.

B.  State agencies and public institu tions required to prepare a 
report pursuant to subsection A of this s ection are as follows: 
1. The Commissioners of the Land Office; 
2.  The Oklahoma Department of Agriculture, Food, and Forestry ; 
3.  The Department of Corrections ; 
4.  The Grand River Dam Authority ; 
5.  The Oklahoma Tourism and Recreation Department; 
6.  The Department of Transportation ; 
7.  The Oklahoma Turnpike Authority; 
8.  The Department of Wildlife Conservation ; and 
9.  Any public universities or technical school s of this state. 
C.  State agencies and public institutions required to prepare a 
report pursuant to this section shall transmit th e report 
electronically to the Governor, the P resident Pro Tempore of the 
Senate, the Speaker of the House of Representatives , and to the 
Office of Management and Enterprise Services by January 1, 2024. 
D.  As used in section, “invasive woody species” includes: 
1.  Juniperus virginiana or the easter n red cedar; 
2.  Tamarix ramosissima or the salt cedar; 
3.  Juniperus scopulorum or the Rocky Mountain junip er; and 
4.  Prosopis glandulosa or the honey mesquite. 
SECTION 2.  It being immediately necessary for the preservation 
of the public peace, heal th or safety, an emergency is hereby
