An Act relating to libraries; repealing 65 O.S. 2021, 
Section 155, which relates to city-county library 
commissions; providing an effective date; and 
declaring an emergency. 
 
 
 
 
 
AUTHOR:  Add the following House Coauthor: Lowe (Dick) 
 
AMENDMENT NO. 1.  Strike the title, enacting clause, and entire bill 
and insert: 
 
 
"An Act relating to libraries; amendatory 65 O.S. 
2021, Section 155, which relates to city-county 
library commissions; modifying meeting dates. 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     65 O.S. 2021, Section 155, is 
amended to read as follows: 
Section 155.  The commission shall elect its chairman from the 
appointed members and fill such other offices a s its bylaws may 
establish.  The term of the chairman shall be o ne (1) year.  The 
commission shall hold at least one meeting four meetings each month

year and at other times as deemed necessary by the Commission, and 
all meetings shall be open to the public.  It shall a dopt rules for 
the transaction of bu siness and keep a record of its functions and 
activities, which record shall be a public record.  Six 
commissioners shall constitute a quorum for the purpose of 
conducting business and exercising the powers of the commis sion.  
The commission may establish a schedule of fees to cover various 
services rendered and may also contract with other persons and 
agencies for such services as it m ay require, including private 
legal counsel and private auditing service, within the li mits of its 
appropriations, and may incur necessary expenses.  T he commission 
may contract for, receive, and utilize any grants or other finan cial 
assistance from the Un ited States or from any other source, public 
or private, in furtherance of its function s; may incur necessary 
expenses in obtaining said grants and/or financial assistance, 
within the limits of its appropriations; and shall recei ve and 
disburse such grants and/or other financial assistance in such 
manner as herein provided. "

BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA: 
SECTION 2.     REPEALER     65 O.S. 2021, Section 155, is hereby 
repealed. 
SECTION 3.  This act shall become effective July 1, 2023. 
SECTION 4.  It being immediately necessary for the preservation 
of the public peace, health , or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
