No. 3808 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 STATE OF OKLAHOMA 2nd Session of the 59th Legislature (2024) CONFERENCE COMMITTEE SUBSTITUTE FOR ENGROSSED SENATE BILL 526 By: Pugh of the Senate and Echols of the House CONFERENCE COMMITTEE SUBSTITUTE An Act relating to school mapping data; directing school districts that map their campuses to use certain guidelines; defining term; prescribing requirements for school mapping data; prohibiting modification or updating of certain data without certain corresponding updates to certain p ublic safety agencies; providing for codification; providing an effective date; and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 5 -148.4 of Title 70, unless there is created a duplication in numbering, reads as follows: A. If a public school district in this state chooses to map its campus, the school district shall use the school mapping data guidelines provided for in this section. As used in this section, “school mapping data” means information provided in an electro nic or Req. The school mapping data provided shall: 1. Be compatible with software platforms used by local, county, state, and federal public safety agencies that provide emergency services to the specific school for which the data is provided without requiring such agencies to purchase additional softw are or requiring a fee to view or access the data; 2. Be compatible with security s oftware platforms in use by the specific school for which the data is provided without requiring public safety agencies or school districts to purchase additional software or requiring a fee to view or access the data; 3. Be in a printable format and, if requested in addition to subsection A of this section, be in a digital file format that can be integrated into interactive mobile platforms in use; 4. Be verified by the e ntity producing the data for accuracy by a walk-through of school buildings and grou nds; 5. Be oriented true north; 6. Be overlaid on current aerial imagery; 7. Contain site-specific labeling that matches the structure of school buildings including room labels, hallway names, and external door or stairwell numbers and locations of hazards, critical utility locations, key boxes, automated external defibrillators, and trauma kits; Req. Contain site-specific labeling that matches the school grounds including parking areas, athletic fields, surrounding roads, and neighboring properties; and 9. Be overlaid with gridded “x” and “y” coordinates. C. School mapping data as defined by this section shall not be modified or updated independently without correspondin g updates to school mapping data within software platforms used by local, county, state, and federal public safety agencies that provide emergency services to the specific school. SECTION 2. This act shall become effective July 1, 2024. SECTION 3. It being immediately necessary for the preservation of the public peace, health, or safety, an eme rgency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval. 59-2-3808 EB 5/28/2024 9:46:15 AM
