An Act relating to nuclear energy; directing 
feasibility study to be conducted by D epartment of 
Environmental Quality; requiring findings be reported 
by certain date and distributed to certain state 
officials; providing for codification; and providing 
an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A ne w section of law to be codified 
in the Oklahoma Statutes as Section 2-9-111 of Title 27A, unless 
there is created a duplication in numb ering, reads as follows: 
On or before January 1, 202 5, the Department of Environm ental 
Quality, in coordination with the Office of the Secretary of Energy 
and Environment, shall conduct a study pursuant to this sectio n.  
The study shall focus on the feasibility of establishing nuclear 
facilities to be located in this state.  The study shall also 
include the state requirement s as specified by the United States 
Nuclear Regulatory Commission and any method of federal agen cy

approval.  The Department shall issue a report based on the findings 
of the study and shall include any recommendatio ns for the 
establishment of a facility. The report shall be de livered to the 
Governor, the Secretary of Energy and Environment, the Pre sident Pro 
Tempore of the Senate, the Speaker of the House of Representatives, 
the Chair of the Senate Energy Committee, and the Chair of the House 
Energy and Natural Resources Commit tee no later than February 1, 
2025. 
SECTION 2.  This act shall become effective November 1, 2023.
