COMMITTEE SUBSTITUTE 
 
An Act relating to transportation; requiring 
inspection of certain storm pipe by Oklahoma 
Department of Transportation; requiring inspections 
be performed by certain individuals; listing certain 
requirements; requiring contractor bear certain 
expense; requiring inspection for acceptance; 
requiring certain corrective actions; requiring the 
Department to promulgate certain rules; providing for 
codification; and providing an effective date. 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 4019.1 of Title 69, unless there 
is created a duplication in numbering, reads as follows: 
A.  The Oklahoma Department of Transportation shall require a 
post-installation inspection for any storm pipe that does not pass a 
structural dead load test prior to installation. 
B.  The post-installation inspection shall be conducted by a 
qualified engineer or inspector approved by the Department to ensure 
compliance with industry standards, including, but not limited to: 
1.  Structural integrity under expec ted loads;

2.  Proper bedding and backfill placement; 
3.  Joint integrity and alignment; and 
4.  Absence of significant defects such as cracks, deformations, 
or separations. 
C.  The contractor shall bear the cost of the post -installation 
inspection and any corrective measures required to meet the 
Department’s standards.  If a storm pipe fails the post -installation 
inspection, the contractor shall take corrective action, which may 
include removal and replacement, reinforcement, or other remediation 
as directed by the Department. 
D.  The Oklahoma Department of Transportation shall promulgate 
rules necessary to implement and enforce the provisions of this 
section, including, but not limited to, specifications for 
inspections, testing protocols, and qualificatio ns for inspectors. 
SECTION 2.  This act shall become effective November 1, 2025.
