AS INTRODUCED 
 
An Act relating to schools; requiring teaching of 
human growth and development curriculum; specifying 
curriculum requirements; requiring sc hool districts 
to offer human growth and development curriculum in 
an age-appropriate manner; allowing district to 
choose how to incorporate certain instruction; 
requiring certain instruction for graduation; 
requiring integration of certain instruction wit h 
health or science education; mandating the human 
growth and development curr iculum be incorporated in 
the state academic content standards; directing the 
State Department of Education to develop certain 
guidelines and resources for schools and teachers; 
providing for codification; providing an effective 
date; and declaring an emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes a s Section 11-203 of Title 70, unless there 
is created a duplication in numberi ng, reads as follows: 
A.  Human growth and development curriculum shall be taught in 
the public schools of this state. Human growth and development 
education shall include, but is not limited to: 
1.  Human biology related to pregnancy;

2.  Human development inside of a womb; 
3.  A high-definition ultrasound video, at least three (3) 
minutes in duration, showing the development of the brain, heart, 
sex organs, and other vital orga ns in early fetal development; and 
4.  A high-quality, computer-generated rendering or animation 
showing the process of fertilization and every stage of fetal 
development, highlighting significant markers in cell growth and 
organ development until birth. 
B.  School districts shall provide the curriculum described in 
subsection A of this section to students in grades one through six 
in an age-appropriate manner. Schools may incorporate the 
curriculum into an existing course or courses or develop curriculum 
for a separate course . 
C.  School districts shall provide a continuation of th e 
curriculum described in subsection A of this section to students in 
grades seven and eight in a developmentally appropriate manner. 
Schools may incorporate the curriculum into an existing course or 
courses or develop curriculum for a separate course. 
D.  In order to graduate from a public high school accredited by 
the State Board of Education with a standard diploma, students in 
grades nine through twelve shall receive human gr owth and 
development instruction as described in subsection A of this 
section.  Such instruction shall be integrated into health or 
science education and shall be incorporated into the state academic

content standards adopted by the State Board of Educatio n pursuant 
to Section 11-103.6 of Title 70 of the Oklahoma Statutes. 
E.  The State Department of Education shall develop guidelines, 
material, professional development programs, and resources designed 
to enable schools and teachers to infuse human growth a nd 
development instruction within any course of study currently offered 
by the school district or offer human growth and development as a 
separate course. 
SECTION 2.  This act shall become effective July 1, 2025. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
