No. 13235 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 STATE OF OKLAHOMA 1st Session of the 60th Legislature (2025) COMMITTEE SUBSTITUTE FOR HOUSE BILL NO. 2749 By: Caldwell (Trey) COMMITTEE SUBSTITUTE An Act relating to intergenerational education; creating the Intergenerational Education Rev olving Fund; establishing the fund at the Oklahoma Health Care Authority; establishing revolving fund characteristics; deeming funds appropriated; providing budgeting and expenditure procedures and limitations; creating the Intergenerational Education Program at the Oklahoma Health Care Authority; establishing purpose; authorizing competitive grants; authorizing and limiting the utilization of certain funds; requiring the establishment of criteria, processes, minimum standards, and awards; authorizing awards in certain form; prohibiting award amounts under certain condition; authorizing the promulgation of rules and procedures as needed; providing for codification; providing an effective date; and declaring an emergency. BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 5029A of Title 63, unless there is created a duplication in numbering, reads as follows : A. There is hereby cre ated in the State Treasury a revolving fund for the Oklahoma Health Care Authority to be designated the Req. The fund shall be a continuing fund, not subject to fiscal year limitations, and shall consist of all monies directed for deposit to the fund by law. All monies accruing to the credit of said fund are hereby appropriated and may be budgeted and expended by the Oklahoma Health Care Authority for the purposes described in subsection B of the section. Expenditures from said fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise Services for approval and payment. B. There is hereby created at the Oklah oma Health Care Authority the Intergenerational Education Program. The Program shall be a competitive grant program with the purpose of facilitating improvements in nursing facilitates, to expand the number of intergenerational education programs in this state, embodying collaboration between nursing facilities participating in Oklahoma's Medicaid program and public school districts in this state. The Authority shall utilize funds available from the Intergenerational Education Revolving Fund created in subsection A of this section to implement the Program. C. The Oklahoma Health Care Authority shall establish grant eligibility criteria and an associated application process. Grant awards authorized under the provisions of this act, may be awarded in the form of rate adjustments to qualifying nursing facilities participating in Oklahoma 's Medicaid Program. E. No amount of award shall be authorized under this ac t that would exceed the cumulative total of funds directed for deposit to the Intergenerational Education Revolving Fund created in subsection A of this act. F. The Oklahoma Health Care Authority may promulgate rules and adopt policies and procedures as n ecessary to implement the provisions of this act. SECTION 2. This act shall become effective July 1, 2025. SECTION 3. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval. 60-1-13235 JM 03/06/25
