HOUSE JOINT 
RESOLUTION 1011 	By: Dollens 
 
 
 
 
 
AS INTRODUCED 
 
A Joint Resolution directing the Secretary of State 
to refer to the people for their approval or 
rejection a proposed amendm ent to the Constitution of 
the State of Oklahoma by adding a new Section 36 to 
Article VI; providing ballot title; and directing 
filing. 
 
 
 
 
 
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE 
1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejection, as and in the manner provided by law, 
the following proposed amendment to the Constitution of the State of 
Oklahoma by adding a new Sectio n 36 to Article VI thereof, to read 
as follows: 
Section 36.  A.  The Legislature shall, by law, create an 
election recall process for statewide elected officials. 
B.  The list of officials shall include: 
1.  The Governor; 
2.  The Lieutenant Governor;

3.  The State Auditor and Inspector; 
4.  The Attorney General; 
5.  The State Treasurer; 
6.  The State Superintendent of Public Instruction; 
7.  The Labor Commissioner; 
8.  The Insurance Commissioner; and 
9.  The Corporation Commissioners. 
C.  Election recalls shall require the same number of signatures 
required for an initiative petition. 
D.  Election recalls shall be set by the Governor no later than 
the General Election following the submission of the required 
signatures to the Secretary of State. 
E.  The Legislature shall enact the election recall process no 
later than the end of the legislative s ession following the approval 
of this measure by vote of the people. 
SECTION 2.  The Ballot Title for the proposed Constitutional 
amendment as set for th in SECTION 1 of this resolution shall be in 
the following form:

Legislative Referendum No. ____ State Question No. ____ 
THE GIST OF THE PROPOSITION IS AS FOLLOWS: 
This measure amends the Oklahoma Constitution by adding a new 
Section 36 to Article 6. The measure directs the Oklahoma 
Legislature to create an election recall proces s for statewide

elected officials. Officials include the Governor, Lieutenant 
Governor, State Auditor and Inspector, Attorney General, State 
Treasurer, State Superint endent of Public Instruction, Labor 
Commissioner, Insurance Commissioner, and Corporation 
Commissioners. Election recalls will require the same number of 
signatures as initiative petitions submitted to the Secretary of 
State. The Governor will set recalls by the following General 
Election. The election recall process will be enacted by the end 
of the following legislative session.

SECTION 3.  The Chief Clerk of the House of Representatives, 
immediately after the passage of this act, shall prepare and file 
one copy thereof, including the Ballot Title set forth in SECTION 2 
hereof, with the Secretary of State and one copy with the Attor ney 
General.
