AS INTRODUCED 
 
An Act relating to conduct of elections; amending 26 
O.S. 2021, Section 7 -117, which relates to precinct 
registry; requiring signing of certain oath; updating 
statutory language; authorizing provisional ballot 
for certain persons; requiring update of voter 
registration; requiring provision of certain form; 
and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STA TE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     26 O.S. 2021, Section 7-117, is 
amended to read as follows: 
Section 7-117.  A.  Persons who have been determined to be 
eligible to vote shall sign, in the presence of the clerk, the 
proper precinct registry, and shall sign an oath stating, “Under 
penalty of perjury in the State of Oklahoma, I do attest that the 
address listed is my current physical address of residence ”.  The 
clerk shall then issue proper ballots to the person.  The voter ’s 
signature on the precinct registry shall be the best evidence of the 
voter’s having voted at said the election.  A voter who cannot 
attest to the oath required by this subsection may be given a

provisional ballot on such day and for such election only as 
authorized by Section 7-116.1 of this title.  The person shall be 
required to update voter registration and will no longer be allowed 
to vote until the voter registration is updated.  The precinct 
official shall provide a change of voter registration form to t he 
person. 
B.  Precinct registries including data from electronic precinct 
registries, shall be retained by the county election board for a 
period of twenty-four (24) months following the election and shall 
be subject to public inspection. 
SECTION 2.  This act shall become effective January 1, 2026.
