BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 18-202.2 of Title 70, unless there is created a duplication in numbering, reads as follows: A. Notwithstanding any other provision of federal law, public school districts that receive federal funding through the Elementary and Secondary Education Act of 1965 (ESEA) as reauthorized by P.L. No. 114-95, also known as the Every Student Succeeds Act (ESSA), to ensure that English learners attain English language proficiency shall use fifty percent (50%) of the funds to provide professional development for teachers who offer instruction in English as a second language. For the purposes of this section, “English learner” shall mean a student who has limited English speaking Req. B. The State Board of Education may promulgate rules to monitor compliance with subsection A of this section. SECTION 2. This act shall become effective July 1, 2025. SECTION 3.
