On page 4 of the printed bill, line 14, after “nature” insert “, have effects that are
predictable”.
After line 32, insert:
“(6) The department may require public notice and comment before issuing an authorization for
an action under a general authorization permit if the department determines that notice and com-
ment is in the public interest. The department may adopt rules to establish the procedures for notice
and comment under this subsection.”.
In line 33, delete “(6)” and insert “(7)”.
In line 41, delete “(7)” and insert “(8)”.
