Digest: The Act tells the TSPC to study opportunities to hire a person to work in a school even
if the person has been convicted of some crimes. (Flesch Readability Score: 60.3).
Requires the Teacher Standards and Practices Commission to study opportunities to modernize
the background check process and criminal history standards that apply to people seeking employ-
ment in public schools.Directs the commission to submit findings to the interim committees of the
Legislative Assembly related to education no later than September 15, 2026.
A BILL FOR AN ACT
Relating to consideration of criminal convictions in school settings.
Be It Enacted by the People of the State of Oregon:
SECTION 1.	The Teacher Standards and Practices Commission shall study opportunities
to modernize the background check process and criminal history standards that apply to
people seeking employment in public schools. The commission shall submit a report in the
manner provided by ORS 192.245, and may include recommendations for legislation, to the
interim committees of the Legislative Assembly related to education no later than September
15,2026.
SECTION 2.	Section 1 of this 2025 Act is repealed on January 2, 2027.
