Delete lines 4 through 14 of the printed bill and insert:
“SECTION 1. In addition to and not in lieu of any other appropriation, there is appro-
priated to the Oregon Department of Administrative Services, for the biennium beginning
July 1, 2025, out of the General Fund, the following amounts for distribution to the Human
Access Project to carry out, in partnership with Oregon State University, efforts to mitigate
harmful algal blooms in the Ross Island lagoon:
“(1) $950,000 for engineering and permitting expenses.
“(2) $40,000 for Oregon State University project management expenses.
“(3) $30,000 for Human Access Project project management expenses. ”.
