Limits biennial expenditures by the bureau from the Wage Security Fund. Authorizes specified nonlimited expenditures. Limits biennial expenditures by the bureau from federal funds. Limits biennial expenditures by the bureau from certain lottery moneys. Declares an emergency, effective July 1, 2025. A BILL FOR AN ACT Relating to the financial administration of the Bureau of Labor and Industries; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. There is appropriated to the Bureau of Labor and Industries, for the biennium beginning July 1, 2025, out of the General Fund, the amount of $35,558,264. SECTION 2. Notwithstanding any other law limiting expenditures, the amount of $34,767,848 is established for the biennium beginning July 1, 2025, as the maximum limit for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Bureau of Labor andIndustries. SECTION 3. (1) Notwithstanding any other law limiting expenditures, the amount of $9,669,335 is established for the biennium beginning July 1, 2025, as the maximum limit for payment of administrative expenses by the Bureau of Labor and Industries from the Wage Security Fund. (2) For the biennium beginning July 1, 2025, expenditures by the Bureau of Labor and Industries for wage claim payments from the Wage Security Fund are not limited. SECTION 4. Notwithstanding any other law limiting expenditures, the amount of $2,323,667 is established for the biennium beginning July 1, 2025, as the maximum limit for payment of expenses from federal funds collected or received by the Bureau of Labor and Industries. SECTION 5. Notwithstanding any other law limiting expenditures, the amount of $307,006 is established for the biennium beginning July 1, 2025, as the maximum limit for payment of expenses from lottery moneys allocated from the Veterans’ Services Fund established under ORS 406.140 to the Bureau of Labor and Industries for the purpose of implementing the Note: For budget, see 2025-2027 Biennial Budget NOTE:Matter in boldfaced type in an amended section is new; matter [italic and bracketed] is existing law to be omitted.
