The Act directs CIS to hire staff to aid tribes and state agencies to work together on natural resources management. The Act gives money to CIS for this purpose. The Act starts on July 1, 2025. Tells a person that offers or sells consumer goods or services in this state not to put out an ad with a price, or show or offer a price, that doesn't show the fees a buyer must pay for the goods or services. Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act.

The Act adds certain schools and hands-on programs to the tuition program for veterans and their children. (Flesch Readability Score: 65.1). Provides for a waiver of tuition, fees and the cost of textbooks for veterans and the children of veterans from eligible post-secondary institutions. Includes community colleges and apprenticeship programs that are partnered with community colleges as eligible post-secondary institutions. The Act tells OHA to create a free pregnancy resources hotline that a person must call before having an abortion in this state. (Flesch Readability Score: 62.1). Directs the Oregon Health Authority to establish a toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when an abortion is medically necessary. Prohibits the performance of an abortion unless the pregnant person consulted with the pregnancy resources hotline at least 48 hours prior to the procedure. Creates an exception. Directs the authority to conduct annual records audits to ensure compliance with the provisions of the Act. Creates a penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.

The Act states that two-thirds of House and Senate districts are to have +/- 5% parity in major party sign-ups for 2031 and later years, where sound. The Act is referred to voters to say yes or no at the Nov. 2026 election. (Flesch Readability Score: 62.6). Provides that, when reapportioning state House of Representatives and state Senate districts, elector registration from one major party shall be within five percentage points of the elector registration from the other major party, when practicable, so as to achieve five percent parity in at least 40 state House of Representatives districts and 20 state Senate districts. Provides that the major party parity factor shall be given greater weight than other listed factors to the extent permitted under the United States Constitution and federal law. Refers the Act to voters for their approval or rejection at the next regular general election.

The Act makes the SOS the chief civics officer in the state and establishes a division in the SOS office for civics. The Act says that civics shall be taught in schools and that civics programs shall be given to adults. The Act creates a task force to study and propose ideas to improve civics in this state. The Act creates the PRC as an office for people to make complaints about false campaign statements, investigate the complaints and make findings, including required warnings near certain statements. The Act takes effect when signed. (Flesch Readability Score: 66.9). Establishes the Secretary of State as the chief civics officer of this state and establishes the Division of Civic Engagement within the Secretary of State office. Directs the division to establish civics education in public schools and develop programs and outreach for adults to enhance civic engagement. Establishes the Civics Action Benchmarks Task Force to study and make recommendations on the steps to be taken to enhance the participation of Oregonians in civic affairs. Establishes the Commission on Political Rhetoric. Directs the commission to receive complaints alleging that a candidate for public office has made false statements with purposeful malice or reckless intent. Provides that if a supermajority of the commission determines that the subject of a complaint made false statements with purposeful malice or reckless intent, the voters' pamphlet and other publications containing the candidate's statements must also contain a warning statement specified by the Act. Appropriates moneys to the Secretary of State and Commission on Political Rhetoric to fund the programs established in the Act. Declares an emergency, effective on passage.

This Act tells the EQC to get a third party to study and make an emissions factor for electricity bought from unknown sources. (Flesch Readability Score: 62.1). The Act would establish when charges made by HOAs and condo associations start to accrue on property deeded to the county in a tax foreclosure. The Act would create a lien for the amount of the charges on the property. The Act would bar certain costs from inclusion in the amount of the charges secured by the lien. The Act would say who is liable for the charges and the date on which the lien must be satisfied. (Flesch Readability Score: 69.9).
