Tells the AG to not allow a person or unit of the guard to be called into active service except for certain reasons. (Flesch Readability Score: 65.7). Prohibits the Adjutant General from assisting or allowing the United States Department of Defense or any branch thereof to communicate with any individual or unit of the Oregon National Guard for purposes of calling the individual or unit into active service unless the active service is for a certain listed reason. The Act changes certain laws for automatic voter registration. The Act tells ODOT and OHA to adopt procedures to ensure data sent to the SOS is correct. The Act removes the 21 days for a person to decline being registered to vote. (Flesch Readability Score: 61.6). Permits the Department of Transportation to not provide electronic records of persons who are program participants in the Address Confidentiality Program to the Secretary of State for purposes of automatic voter registration. Removes the 21-day period by which a person who is automatically registered to vote may decline being registered automatically. Directs the Secretary of State or county clerk to cancel the registration of a person who is automatically registered to vote if that person declines to be registered in accordance with the notification of the process to decline provided to the person by the secretary. Directs the Department of Transportation and the Oregon Health Authority to adopt procedures to ensure the accuracy of electronic records to be provided to the Secretary of State for purposes of automatic voter registration.

The Act says that OHA and some other boards can say that CEs on suicide prevention can count as cultural competency CEs. (Flesch Readability Score: 61.4). The Act would let local transient lodging tax money be used for city or county services provided by a special district in lieu of the city or county. The Act would change the split of tax uses from at least 70 percent for tourism and no more than 30 percent for local services to at least 40 percent and no more than 60 percent. The Act would let local governments with grandfathered tax laws use the new provisions of the Act. (Flesch Readability Score: 60.3). [Digest: The Act tells the LRO to study local taxation. Changes the division of allowable uses of net local transient lodging tax revenue from at least 70 percent for tourism-related expenses and no more than 30 percent for city or county services, to at least 40 percent and no more than 60 percent, respectively. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Takes effect on the 91st day following adjournment sine die.

This Act makes a process for some health insurers and some health providers to choose to mediate and arbitrate when they are not able to agree on a new contract. Tells the Governor to make the final decision and permits penalties. (Flesch Readability Score: 60.1). Establishes a voluntary mediation and arbitration process that certain health insurers and providers may participate in if the insurer and provider are unable to reach an agreement during a contract renewal negotiation. Establishes that the Governor, or a designee, shall issue a final determination in the arbitration process and may impose penalties for failure to comply.

The Act says DAS must give a city a grant of $2 million so the city can bring commercial air service to the Crater Lake-Klamath Regional Airport.
