Says that a company that gives work to people with disabilities must use people with disabilities for at least 50 percent of the work hours that go into making goods or doing services. Says what must happen if a public agency ends a contract for goods or services and a new company takes over. Says that the new contract must have a health plan as good as or better than the health plan in the old contract. (Flesch Readability Score: 64.3). Requires that a service provider that enters into a contract with a public agency to provide goods or services after the public agency terminated or declined to renew a previous contract with a different service provider must reimburse individuals with disabilities who were employed under the previous contract for amounts the individuals with disabilities paid for continuation coverage and must in the new contract provide health benefits that are as favorable as, or more favorable than, the health benefits available under the previous contract. [Permits the successor service provider to provide health benefits through enrollment in a health plan that a labor organization maintains or to provide health benefits that are as favorable as, or more favorable than, the benefits available under the Oregon Health Plan.] Requires the new contract to provide the health benefits at the first opportunity in which employee enrollment in the new employer's benefit plan becomes available, but not later than one year after the effective date of the new contract. Requires the Oregon Department of Administrative Services to confirm that a public agency or qualified nonprofit agency for individuals with disabilities has included the provisions required in the Act in any new contract with a successor service provider. Permits the department to require amendment of the new contract to incorporate the required provisions and to impose a civil penalty of not more than $500 for each day in which the parties to the new contract fail to incorporate the required provisions.

The Act tells OHA to give grants to some entities to help them hire and keep behavioral health care workers. The Act also makes changes to laws to improve the safety of workers in certain mental health care and SUD treatment settings. (Flesch Readability Score: 62.6). Declares an emergency, effective July 1, 2025.

The Act says that diesel will be taxed in the same way that gas is taxed now. The Act increases and adds taxes related to roads, cars, trucks and buses and says how revenue must be used. The Act would make the per-mile road usage charge mandatory over time. The Act would let a person pay a yearly fee instead of the per-mile road usage charge. The Act tells the Division of Audits to do performance audits of ODOT. (Flesch Readability Score: 77.4). Directs the Division of Audits to conduct performance audits of the Department of Transportation. Alters the duties of the Joint Committee on Transportation and the Continuous Improvement Advisory Committee. Provides that the Governor shall appoint the Director of Transportation. Revises the formula for weight-mile taxes. Provides for diesel fuel to be taxed in the same manner as gasoline. Modifies the definition of "combined weight" for purposes of motor carrier regulation. Allows the Department of Transportation to use a motor carrier's registration card as the tax enrollment document instead of the vehicle's weight identifier. Eliminates reinstatement fees for weight identifiers. Increases and adds transportation-related fees and taxes. Provides uses of revenues. Imposes a mandatory per-mile road usage charge for registered owners and lessees of vehicles over time beginning with electric vehicles on July 1, 2026. Allows an annual fee in lieu of the mandatory per-mile road usage charge. Imposes a surcharge on certain vehicle registration fees and recreational vehicle trip permits. Transfers the proceeds of the surcharge to the Abandoned Recreational Vehicle Account. Authorizes the Department of Transportation to provide reimbursements for the costs of towing and disposing of abandoned recreational vehicles. Sunsets the new surcharges, fund and reimbursements on January 2, 2036. Requires studies on various transportation-related subjects. Adds new criteria for the Oregon Transportation Commission to take into consideration when updating the Statewide Transportation Improvement Program. Expands the allowed use of moneys in the Statewide Transportation Improvement Fund to include capital expenses of maintaining existing light rail. Provides for an annual transfer of moneys into the Multimodal Active Transportation Fund.
