The Act makes Oregon join a compact to let dentists and dental hygienists from other states work in this state. (Flesch Readability Score: 68.0). Enacts the interstate Dentist and Dental Hygienist Compact. Permits the Oregon Board of Dentistry to disclose specified information to the Dentist and Dental Hygienist Compact Commission. Exempts individuals authorized by compact privilege from requirement to obtain licensure from the board to practice as a dentist or dental hygienist. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the compact. Takes effect on the 91st day following adjournment sine die.

This Act puts limits on the use of pesticides that have some neonicotinoids in them. (Flesch Readability Score: 61.8). The Act says a person can ask ODOT to add a note on their reg card, driver license, permit or ID card. The note will let police officers know that the person has a disability that makes it hard to communicate with the officer. To do this, the person will need to fill out a form and get a doctor or other listed health professional to confirm the disability. (Flesch Readability Score: 62.1). Provides that a person may request that the Department of Transportation include on a registration card, driver license, driver permit or identification card the fact that the person has a disability that interferes with the person's ability to effectively communicate with a police officer. The Act creates a committee to review proposed measures that require a health plan to pay for a certain type of health service or a health service that is provided by a certain type of provider of health care. The committee must report the results of its review of each measure to the legislature. The LPRO director staffs the committee. (Flesch Readability Score: 66.6). Establishes the Health Insurance Mandate Review Advisory Committee, staffed by the Legislative Policy and Research Director, to meet during interims between sessions of the Legislative Assembly to review a specified number of proposed measures sponsored by or submitted to the interim committees of the Legislative Assembly related to health if the measure requires health insurance policies to reimburse specified health care providers or to reimburse the cost of a specific service. Specifies the membership of the committee and the type of review that the committee must undertake. Requires the committee to produce a report of its findings on each proposed measure no later than January 15 of the year in which the measure may be introduced or 15 days after a review is requested, whichever is later. Requires the director to report to the Legislative Assembly, by September 15, 2027, on the work of the committee and recommendations for legislation. Sunsets June 30, 2028. Takes effect on the 91st day following adjournment sine die.
