A BILL FOR AN ACT
Relating to affordable housing; and declaring an emergency.
Whereas Self Enhancement, Inc., codeveloped three buildings housing a combined 252 individ-
uals, including Alberta Alive: the Ronnie Herndon Building for families, the Paul and Geneva Knauls
Building for veterans and the Dr. Darrell Millner Building; now, therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1.	The Housing and Community Services Department shall disburse moneys to
Self Enhancement, Inc., for the purpose of acquiring and developing mixed-use affordable
housing in north and northeast Portland.
SECTION 2.Section 1 of this 2025 Act is repealed on January 2, 2028.
SECTION 3.There is appropriated to the Housing and Community Services Department,
for the biennium beginning July 1, 2025, out of the General Fund, the amount of $10,000,000
for the purpose of carrying out the provisions of section 1 of this 2025 Act.
SECTION 4.	This 2025 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect
on July 1, 2025.
