SUMMARY: House Bill 410 Printer’s Number 1053 allows individuals to renew a driver’s license or ID 
card utilizing the most recent photo and signature on record with PennDOT. This legislation will 	take 
effect in thirty-three (33) months .  
 
ANALYSIS: This legislation amends Title 75 (Vehicle) Section 1510 (Issuance and content of driver's 
license) to provide for the ability of a person to renew a driver’s license or photo ID card utilizing the 
most recent photo and signature on file, who: 
 is a person with disability and meets requirements set within Section 1338 (Person with disability 
plate and placard) 
 is a service- disabled veteran, certified at 100 percent by their service unity of the Armed Forces 
or by Veteran’s Administration 
 is an individual who enters or is on active service duty in the armed forces of the United States in 
a jurisdiction outside of the c	ommonwealth, or a spouse, or dependent child of the individual who 
resides with the individual 
FISCAL IMPACT: The enactment of this legislation would have a fiscal impact on commonwealth 
funds, specifically the Motor License Fund. According to PennDOT the fiscal impact from enactment of 
this legislation consists of several components including: 
 IT System changes 
 Form changes 
 Hiring additional personnel (four Clerk Assistant 3 positions) 
In the first year of the implementation of the legislation, the total fiscal impact would be $1,149,000, 
which consists of the following components: 
 $785,000 in system changes, 
 $3,000 in form changes, and 
 $361,000 in recurring personnel costs associated with hiring of additional positions. 
In the second year and thereafter, costs related to the legislation would be approximately $361,000, 
consisting of personnel-related costs. All costs associated with the legislation would be realized within 
the Motor License Fund.
