As it relates to system upgrades, it is anticipated that one-time costs would be about $188,000. While the bill provides for waiver of fees, for the issuance of a driver’s license or identification card for a “Minor experiencing homelessness” the number of individuals who would take advantage of this provision is unknown. As a point of refence, the fiscal impact related to the loss of revenue would depend on the number of individuals who take advantage of the provision times the cost of the issuance of a driver’s license (currently $45.50) or identification card (currently $41.50) . Currently, the Motor License Fund, the Public Transportation Trust Fund, and the Multimodal Transportation Fund receive revenues from the issuance of driver’s licenses and identification cards thus the impact would be realized within those funds. The total fiscal impact from the enactment of this legislation is indeterminate at this time.
