SUMMARY: Provides driver’s licenses for youth experiencing homelessness. This legislation will take 
effect in 19 months .  
 
ANALYSIS: This legislation amends Title 75 (Vehicles) as follows: 
 Section 102 (relating to definitions) adds the definition of “	Minor experiencing homelessness” 
 Section 15 05 (relating to learner’s permits) to add teacher, social worker, and children and youth 
caseworker to the list of individuals permitted to sign a form certifying a minor applicant for a 
learner’s permit has completed: 
o
 65 hours of practical driving, including 10 hours of nighttime driving 
o
 5 hours of inclement weather driving 
 Section 1506 (relating to application for driver’s license or learner’s permit) provides that a 
minor experiencing homelessness may use a temporary address for any application under the 
section 
 Section 1507 (relating to application for driver’s license or learner’s permit by minor) to add teacher, social worker, and children and youth caseworker to the list of individuals required to 
sign a minor’s application for learner’s permit or driver’s license 
 Section 1510 (relating to issuance and content of driver's license) and Section 1951 (relating to driver’s license and learner’s permit) to add new subsections waving fees for a driver’s license 
or identification card for any minor experiencing homelessness 
FISCAL IMPACT: The fiscal impact from the enactment of this legislation includes costs related 
to system upgrades by PennDOT and the loss of revenue from the issuance of Drivers Licenses. As 
it relates to system upgrades, it is anticipated that one-time costs would be about $188,000. While 
the bill provides for waiver 	of fees, for the issuance of a 	driver’s license or identification card for a 
“Minor experiencing homelessness” the number of individuals who would take advantage of this 
provision is unknown. As a point of refence, the fiscal impact related to the loss of revenue would 
depend on the number of individuals who take advantage of the provision times the cost of the 
issuance of a driver’s license (currently $45.50) or identification card (currently $41.50) . Currently, 
the Motor License Fund, the Public Transportation Trust Fund, and the Multimodal Transportation 
Fund receive revenues from the issuance of driver’s licenses and identification cards thus the impact 
would be realized within those funds.  The total fiscal impact from the enactment of this legislation 
is indeterminate at this time.
