WILLIAMS, O'MARA, CIRESI AND DEASY, MARCH 3, 2025 REFERRED TO COMMITTEE ON TRANSPORTATION, MARCH 3, 2025 A RESOLUTION Recognizing the week of April 21 through 25, 2025, as "National Work Zone Awareness Week" in Pennsylvania. WHEREAS, "National Work Zone Awareness Week" is an annual campaign held at the start of the road construction season to encourage drivers to use extra caution when traveling through highway work zones; and WHEREAS, Originating in Virginia in 1997, the campaign went national in 2000, with partnerships between state departments of transportation, national road safety organizations, government agencies, private companies and advocates; and WHEREAS, In preparation for the first official "National Work Zone Awareness Week," the American Traffic Safety Services Association, along with the Federal Highway Administration and the American Association of State Highway Transportation Officials, outlined the goals for the campaign's efforts; and WHEREAS, The organizations agreed that the goals of "National Work Zone Awareness Week" are to: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 (1) Initiate efforts to raise awareness of the need for more caution when driving through work zones to decrease fatalities and injuries. (2) Establish and promote a uniform set of safety tips. (3) Ensure that the value of training and the importance of best practices in regard to work zone safety would be promoted among individuals in the private sector, industry and roadway workers. (4) Reach out to both roadway workers and contractors to communicate possible effects of motorists' behavior in response to traffic delays, and advise on what steps might possibly be taken to lessen negative behavior. (5) Ensure that outreach efforts would be made to work with entities involved with work zone safety and to form partnerships; and WHEREAS, This year's recognition will focus the week's events on the theme "Respect the zone, so we all get home"; and WHEREAS, This year's events include Work Zone Safety Training Day on Monday, April 21, a national kickoff event hosted by the Maryland Department of Transportation on Tuesday, April 22, "Go Orange Day" on Wednesday, April 23, a social media storm on Thursday, April 24, and the Moment of Silence on Friday, April 25; and WHEREAS, Data from the National Highway Traffic Safety Administration's Fatality Analysis Reporting System highlights the critical need for drivers to slow down and remain focused while approaching and passing through a roadway work zone; and WHEREAS, In 2022, the most recent year in which national data is available, there were 891 people killed and 37,701 people 20250HR0095PN0825 - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 injured in work zone crashes; and WHEREAS, The remainder and vast majority of those killed were motorists and their passengers; and WHEREAS, The Department of Transportation of the Commonwealth reports that in 2023 there were 1,216 crashes in work zones across this Commonwealth resulting in 22 fatalities; therefore be it RESOLVED, That the House of Representatives recognize the week of April 21 through 25, 2025, as "National Work Zone Awareness Week" in Pennsylvania; and be it further RESOLVED, That the House of Representatives encourage the motorists of this Commonwealth to recognize the importance of slowing down, paying attention and using extra caution when traveling through roadway work zones for the safety of themselves, other travelers and the construction crews who are working hard to improve the integrity of this Commonwealth's roads. 20250HR0095PN0825 - 3 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17
