Amending the act of December 20, 1996 (P.L.1504, No.195), known as the Taxpayers' Bill of Rights, in taxpayers' rights, further providing for abatement of certain interest, penalties and additions to tax and for authority to remove lien; and, in intradepartmental documents and reports, further providing for technical memoranda and for advisory opinions.

Prohibiting the employment of unauthorized employees; requiring meat packing and food preparation industry employers to verify the Social Security numbers of employees; imposing duties on the Department of Labor and Industry; and imposing penalties.

In registration system, providing for verification of citizenship; in voter registration, further providing for methods of voter registration; in penalties, further providing for duties under part; and, in provisions contingent on Federal Law, further providing for removal of electors.
