Provides that any resident of Rockland county or Orange county shall not be charged a toll for entry into or remaining in the central business district in New York city.

Removes certain requirements on what the office of children and family services can determine to be an appropriate staff/child ratios for family day care homes, group family day care homes, school age day care programs and day care centers.
Prohibits recording of the entrance or exit of a school ground or the entrance or exit to a property that contains school grounds within its boundaries.
Establishes a statewide person-centered mental health services work group to improve statewide mental health planning and outcomes to achieve a person-centered, prevention-first integrated and tiered system of care for holistic health and wellness.
Requires the health care and wellness education and outreach program of the department of health to provide information regarding pressure ulcers for consumers, patients, educators and health care providers.
