Moves from the Office of Court Administration (OCA) to the Division of Criminal Justice Services (DCJS) responsibility for certifying, establishing and implementing standards for pretrial services agencies of the state.
Codifies the disparate impact standard in the human rights law; provides that in cases of alleged housing discrimination, an unlawful discriminatory practice may be established by a practice's discriminatory effect.
Prohibits an airport operator or aviation retail establishment from selling, distributing, or otherwise making available leaded aviation gasoline to consumers on or after January first, two thousand thirty-one.
Authorizes the justice center to create a central registry for employees for all current and prospective agencies, sponsoring agencies or other providers of services that are certified, authorized, approved or funded through contract by the office for people with developmental disabilities to streamline criminal background checks.
Prohibits governmental entities from entering into agreements to house individuals in immigration detention facilities; requires governmental entities to terminate existing contracts for the detention of individuals in immigration detention facilities.
Establishes clean energy goals of reducing the annual total of vehicle miles traveled within the state by 20% by the year 2050; requires state and local highway projects to comply with reductions to vehicle miles traveled targets.
Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Requires the director of information technology services to undertake a detailed study of the comparative qualities of cloud computing services and state data center operations.
Relates to owner liability for failure of an operator to comply with street cleaning parking rules; relates to access to records prepared pursuant to street cleaning parking rules.
Establishes visiting policies for incarcerated people, to provide incarcerated people opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release.
Amends the list of persons eligible to succeed the governor in the event that the governor is unable to discharge the powers and duties of the office of governor as a result of an attack or a natural or peacetime disaster and the lieutenant governor, the temporary president of the senate and the speaker of the assembly are unable to discharge such duties.
Excludes certain actions or omissions from qualifying as unlawful dissemination or publication of an intimate image when such actions or omissions are in connection with the reporting of or investigation into potentially unlawful conduct.
Enacts the "choice in responsible gaming act"; requires mobile sports wagering operators to establish default betting limits on their platform and to notify authorized sports bettors of their ability to opt-out of the default betting limits; directs the gaming commission to determine the monetary limit and defined period of time for such betting limits.
