Provides that when an appointment to an office by the governor by and with the advice and consent of the senate is communicated, in the form of a written nomination of a person for the office, the senate shall wait at least thirty days to confirm or reject such nomination from the date such written nomination was received; makes related provisions.
Requires the reinstatement of certain officers and employees of the city of New York who were dismissed from employment due to a COVID-19 vaccine requirement including retirees, vested members and members terminated without a one-year limit on return.
Provides that a person is guilty of criminal mischief in the third degree when such person intentionally damages property of another person to promote or suppress a political ideology, or otherwise as an expression of political ideology.

Requires every new student at a state university of New York and a city university of New York campus receive training at orientation in the administration of opioid antagonists; requires each campus to provide and maintain onsite in each college-owned or college-operated building opioid antagonists.
Authorizes active members of the New York state and local police and fire retirement system to purchase service credit for service with the Long Island Railroad Company police department.
