Establishes a temporary state commission to study and investigate the effects of the COVID-19 pandemic response on deaths in nursing homes; provides for the repeal of such provisions upon expiration thereof.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Allows victim impact statements in New York state be video recorded; requires that the members of the parole board and all presiding commissioners for such hearing review all relevant victim impact statements prior to the conduct of a parole hearing and to sign a written attestation confirming that they have done so.
Requires detailed fiscal impact notes on certain legislation stating the estimated annual cost to the political subdivision affected and the source of such estimate; provides that bills will be invalidated if the funding source is not provided or the fiscal impact results in an annual net additional cost in excess of $10,000.
Requires industrial development agencies to only include jobs filled by residents of New York state when assessing the progress of projects that are provided financial assistance.
Relates to the period of limitation for the prosecution of sex offenses committed against children; such actions may be commenced within 15 years after such child has reached the age of 18.
Requires parental notice prior to the performance of an abortion upon an unemancipated minor; defines unemancipated minor as person less than eighteen years of age; allows for waiver of such notice in limited instances; establishes circumstances and procedures for proceedings to obtain an order waiving such parental notification.
Relates to segregated confinement; provides that certain incarcerated individuals shall not be placed in a residential rehabilitation unit; makes related provisions.
Exempts any land located in the state forest preserve in the Adirondack and Catskill parks from certain provisions of law relating to prohibiting firearms in public parks.
