Adds to the definition of trespassing in the third degree, not having entered a lease or license for such building or real property with the rightful owner, enters or remains in such building or upon such real property or otherwise occupies such building or real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner.
Directs that moneys in the veterans' home services fund shall be payable on vouchers certified by the commissioner of veterans' services; directs a report to be submitted by such commissioner; directs that moneys in the military family relief fund shall be payable on vouchers certified by the commissioner of veterans' services.
Provides that court records in a proceeding under articles 77, 78 and 81 of the mental hygiene law shall not be perused, examined, disclosed, taken or copied by any other person than a party, the attorney or counsel of a party, the guardian, the court evaluator or the court examiner except by order of the court.
Prohibits state funding of any degree-granting institution of higher education if such institution permits terrorist organizations or activities in support of such organizations on campus; prohibits any student group or organization of receiving funding from the degree-granting institution if such group or organization directly or indirectly promotes, encourages, advocates, or engages in any terrorist advocacy or activities on campus.
Establishes the crimes of deceptive wearing of a mask and aggravated deceptive wearing of a mask; makes such crimes a class B misdemeanor and a class A misdemeanor, respectively.
Includes aggravated cemetery desecration in the second degree and aggravated cemetery desecration in the first degree as specified offenses for purposes of hate crimes.
Relates to paratransit services; directs that an applicant for recertification submit correspondence from a licensed physician in lieu of an in-person assessment.
Relates to the disclosure of law enforcement personnel records; provides that law enforcement personnel records shall be considered confidential and not subject to inspection or review without the express written consent of such law enforcement officers except as mandated by lawful court order.
