Establishes through the department of health a drug checking services program to allow individuals to bring drugs or controlled substances and have them tested for contaminants, toxic substances, or hazardous compounds; requires the department to establish public health surveillance of the unregulated drug supply; provides exemptions for participants in the drug checking program from certain controlled substance offenses.
Requires all state and private agencies with mandatory reporters of incidents involving vulnerable people to retrain all staff on reporting to a 9-1-1 operator and the county district attorney's office and state and private websites; requires written materials to be updated.
Requires police departments and agencies to provide district attorneys' offices access to such departments' and agencies' electronic record systems for discovery purposes.
Enacts the "the empire state enhanced public payment system act" directing the department of financial services to develop, establish, and maintain a value storage and payment platform consisting of a digital master account and coordinate a system of individual wallets that enable payments to move between such individual wallets or payment accounts for use of New York residents.
Authorizes the commissioner of health to adopt policies to exclude certain non-recurring items from income that would artificially inflate the availability of funds to meet current needs relating to eligibility for the program for elderly pharmaceutical insurance coverage.
Prohibits drug, cannabis or alcohol testing and screening of pregnant or postpartum individuals and newborns unless the individual consents and it is within the scope of medical care, or the testing or screening is necessary for a medical emergency.
Requires the administration and the instruction in preparation of the TASC examination in the Chinese and Korean languages for pupils who are proficient in these languages and of limited English proficiency.
