Creates the New York city transit authority safety advisory panel to study and report on safety from terrorist acts and to provide a moratorium on the closing of token booths and minimum staffing levels on trains operated in passenger service in the NYC transit system.
Establishes the underrepresented teachers of tomorrow teacher recruitment and retention program to attract and retain underrepresented certified teachers in schools which have an underrepresentation of underrepresented certified teachers; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Directs the division of homeland security and emergency services to conduct a review and analysis of security measures at rail yards and to issue related reports and recommendations.
Requires fares for paratransit services providing public transportation for eligible individuals with disabilities or health conditions that prevent them from using public buses and subways for some or all of their trips, to be made available at the same fares for individuals with disabilities or health conditions who are able to utilize public buses and subways.
Relates to the indemnification of directors, officers and key persons; ensures the survival of indemnification in case of a merger or consolidation of a corporation; provides that once a right to indemnification arises, it continues to benefit a former director, officer or key person's and their heirs and estate; makes related provisions.
Directs the metropolitan transportation authority to study and report on potentially hazardous structures and storage areas under elevated train tracks, and its commuter notification system.
Requires any proposed increase in fares by the metropolitan commuter transportation authority shall be submitted to the comptroller for approval before such fare increase takes effect; requires the metropolitan commuter transportation authority to submit a report to the comptroller which includes a justification for such proposed fare increase and the current financial condition of such authority.
Provides that no suspension of a registration shall occur for a violation regarding cashless tolls absent clear evidence of an owner's intent to repeatedly evade paying such tolls.
Requires the New York city transit authority to outline in its annual report the procedures and methodologies used for the reduction and abatement of noise.
Lowers the voting age to 16 years; requires that students receive education in civics and be given the opportunity to register to vote in the classroom.
