Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.
Establishes visiting policies for incarcerated people, to provide incarcerated people opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release.
Relates to the theft of real property; provides certain protections for victims of real property theft; authorizes a stay of foreclosure proceedings pending an investigation into theft or fraud.
Prohibits all registered organizations, licensees, or permittees or other entities under the jurisdiction of the cannabis board from selling or delivering any edible cannabis products not in child resistant packaging.
Establishes the first of April as the annual reporting deadline for the basic educational data system (BEDS); imposes some additional requirements for calculating and reporting a school's student population.
Provides that when a housing accommodation has been vacated after continuous tenancy or occupancy of ten years or more prior to vacancy, and the owner can demonstrate restoration of the unit, the new legal regulated rent shall be the rent agreed to by the owner and first tenant after such restoration and reserved in a lease or other rental agreement; makes related provisions.
Prohibits the creation and dissemination of synthetic media within sixty days of an election with intent to unduly influence the outcome of an election; makes such act a class E felony.
Provides that NYSERDA shall establish a program to provide rebates or new lithium-ion batteries for powered mobility devices at reduced cost or no cost to certain individuals; sets standards for lithium-ion batteries provided pursuant to the program; requires NYSERDA to submit an annual report on such program.
Directs the commissioner of corrections and community supervision to establish a program to purchase fresh produce from farms located in the state and distribute such fresh produce to correctional facilities in the state to be utilized in the provision of wholesome and nutritious food to incarcerated individuals.
Provides that in order to present the claim for unjust conviction and imprisonment, claimant must establish by documentary evidence that: he or she has been convicted of one or more felonies or misdemeanors against the state and subsequently sentenced to a term of imprisonment, and has served all or any part of the sentence; and he or she has had the one or more felonies and misdemeanors dismissed with prejudice following serving all or part of the sentence; and his or her claim is not time-barred.
Establishes the office of wastewater surveillance; creates a grant program; provides such office shall monitor wastewater testing and analyze wastewater test results; provides the grant program shall assist labs in conducting wastewater testing; establishes an advisory council which shall provide advice on: best practices for wastewater sampling, testing and test results analysis; the creation of standards and systems of reporting on wastewater surveillance; the creation of a dashboard; integrate wastewater surveillance for COVID-19 into the office of wastewater surveillance; and any topics deemed essential by the commissioner of health.
