Relates to treatment of gains from qualified opportunity zones in calculating taxable income; removes exclusion of gains on property in qualified opportunity zones in calculation of income.

Requires an official inspection station to post a sign or poster informing customers that it is not authorized to inspect an altered motor vehicle unless the registrant presents a state DOT exemption letter, otherwise, such vehicle shall report to the Department of Transportation.
Requires the commissioner of motor vehicles, in consultation with the commissioner of education, to promulgate rules and regulations to implement GPS and an emergency communications system on school buses.
Requires the advisory council on maternal mortality and morbidity to undertake a review of the cesarean births at hospitals in the state; requires two licensed midwives to be on the advisory council.
