Relates to mandatory training curriculum for poll workers; requires the state board of elections to develop and provide to each county materials for a model poll worker training program which the counties may use to train individuals to serve as poll workers in state and county elections.
Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Makes the release of any claim by an employee, or independent contractor who is a natural person, against an employer, unenforceable if, as a condition of such resolution, the employee or independent contractor is prohibited from applying for, accepting, or engaging in future employment with such employer, or any entity or entities related to such employer.
Relates to the sale of privately held wines and liquors; allows 48 auctions of wine and/or liquor during the period a wine and liquor auction permit is in effect.

Establishes that persons licensed to sell wine may do so on the licensed premises under the auspices of an official agent of a farm winery, winery, wholesaler, importer, or retailer.
Provides that a dental hygienist shall not administer local block anesthesia without a certificate and except under the personal supervision of a dentist and in conjunction with the performance of dental hygiene procedures authorized by law and in accordance with regulations promulgated by the commissioner.
Enacts the safe schools by design act; directs the use of design principles and strategies, pursuant to guidance issued by the commissioner of education, as part of a comprehensive approach to provide a safe, secure and healthy school environment.
Provides that group health insurance policies offered in the large group market that is issued, amended, or renewed in this state shall provide coverage for corrective lenses used to correct the sight of individuals medically diagnosed with color vision deficiency.
Directs the department of state to study, evaluate and make recommendations concerning safety standards at baseball stadiums to determine whether the protective netting currently in use at baseball stadiums is sufficient to protect spectators during baseball games.
Provides that for the two thousand twenty-four--two thousand twenty-five school year, the two thousand twenty-five--two thousand twenty-six school year, and the two thousand twenty-six--two thousand twenty-seven school year, surplus funds as used in this subdivision shall mean any operating funds in excess of five percent of the current school year budget, and shall not include funds properly retained under other sections of law.
