Relates to procedures relating to driving while ability impaired by drugs; defines impairment and intoxication; updates procedures for field testing of drivers suspected of being under the influence of drugs to include the use of oral/bodily fluid tests; provides that refusal to submit to such field tests is specified to be a traffic infraction; makes related provisions.
Requires license plates for bicycles, bicycles with electric assist and electric scooters in New York city; requires a one time registration; requires a registration fee for such license plates.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Enacts the "choice in responsible gaming act"; requires mobile sports wagering operators to establish default betting limits on their platform and to notify authorized sports bettors of their ability to opt-out of the default betting limits; directs the gaming commission to determine the monetary limit and defined period of time for such betting limits.
Establishes the climate corporate data accountability act requiring certain business entities within the state to annually disclose scope 1, scope 2 and scope 3 emissions; establishes the climate accountability and emissions disclosure fund.
Enacts the "Count Every Vote Act of New York" which amends the procedure for the recanvass of votes in election districts; defines margin of victory for the purpose of triggering a hand recount of ballots.
Relates to regulation of PFAS as a toxic air pollutant; requires the department to ensure certain process operations use appropriate control technology for PFAS emissions; establishes a fence line monitoring program to monitor PFAS emissions in disadvantaged communities, to provide public reports, and related duties.
Relates to clarifying which entities handle the reporting of pregnancy loss; the responsibilities of health care providers and penalties for not protecting the identities of individuals who suffered a pregnancy loss.
Provides that elections to fill an increased number of seats on a school board will be conducted at the first annual meeting after the meeting during which number of seats was increased.
Requires that nominating petitions for small city school district elections be submitted no later than thirty days prior to the election; provides for a ten-day period for objecting to any nominating petitions; outlines the duties of the clerk of the board of education in finalizing the ballot after the ten-day objection period; provides that certain provisions concerning the date of the drawing for the names on the ballot do not apply to small city school districts.
