Prohibits the sale of foods containing synthetic color additives in schools except under certain circumstances off and away from the premises or on premises at least a half hour after the end of the school day.

Provides that in the case of any application for gas service to a building which is not supplied with gas, a utility corporation or municipality shall be obligated to provide gas service to such building.
Enacts the "Customer Savings and Reliability Act" in relation to regional affordable gas transition plans to guide an orderly, affordable, and equitable right-sizing of the utility gas system in a manner that aligns with climate justice and emissions reduction provisions.
Provides that a lodging facility that fails to comply with certain requirements for providing information concerning services for human trafficking victims shall be liable for a civil penalty of five hundred dollars for a first offense and one thousand dollars for each subsequent offense; provides that the attorney general may bring an action or special proceeding in supreme court to recover civil penalties under certain circumstances.
