Changes the primary election date from the fourth Tuesday in June to the second Tuesday in August; moves the presidential primary to the fourth Tuesday in April.

Relates to requiring participation in education programs leading to a high school diploma or high school equivalency diploma for those seeking public assistance.
Establishes a first permanent payroll employee tax credit which allows a business to receive a tax credit for the three years following the employment of such business' first permanent payroll employee where such credit equals a portion of the amount it costs to employ such permanent payroll employee.
Authorizes minors who are 14 or older and are active members of a religious community to engage or assist in employment which such minors are otherwise prohibited from performing; requires such minors to be supervised by an adult member of such religious community.
Creates a school board empowerment act which allows local school districts to declare a fiscal emergency under designated conditions and fiscally restructure so as to minimize adverse impacts on student education; provides for the repeal of such provisions upon the expiration thereof.
Permits an employer who is a member of a recognized religious sect to file an application with the department of labor to be exempted from the provisions of the workers' compensation law with respect to employees who are members of the same recognized religious sect whose religious tenets or teachings oppose acceptance of any insurance benefits.
