Codifies the disparate impact standard in the human rights law; provides that in cases of alleged housing discrimination, an unlawful discriminatory practice may be established by a practice's discriminatory effect.
Relates to establishing an abatement and exemption from real property taxes for capital improvements to reduce carbon emissions; establishes an energy efficiency improvement board to approve the abatements and exemptions.
Authorizes the chancellor of the city district to control and operate certain specialized high schools in the city of New York; establishes a commission on middle school achievement to provide guidance, advice, and make recommendations to the chancellor of the city district on matters pertaining to education policy, performance and innovation in New York city middle schools; provides for the repeal of certain provisions upon the expiration thereof.
Provides that whenever a contiguous property of a college or university contains three hundred or more registrants, the polling place designated for such election district shall be on such contiguous property or at a location approved by the college or university.

Requires distribution centers which are 50,000 sq. ft. or more to be equipped with electric vehicle charging stations as determined by the secretary of state and NYSERDA.
Relates to the determination of appeals; requires a showing of harmlessness; requires a consideration of all errors or defects regardless of whether they were raised during trial if such error is the result of ineffective assistance of counsel or may have contributed to the verdict.
