Enacts the climate and community investment act; prioritizes the allocation of public investments in disadvantaged communities; addresses climate change challenges through the expansion and growth of clean and renewable energy sources; adopts best value requirements for the solicitation, evaluation and award of renewable energy projects; establishes a community just transition program; establishes a climate pollution fee and a household and small business energy rebate; creates the climate and community investment authority.
Excludes the amount of state and local taxes and fees from the amount on which an interchange fee is charged for that electronic payment transaction by a credit or debit card network.
Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Requires SUNY and CUNY to inform eligible high school seniors at NY public high schools of their college options and inform them of their acceptance to community college; and to invite them to apply to a state college and provide financial aid information.
Requires the disclosure of income and expense statements upon a petition for an article 7 proceeding; imposes staggered dates for submissions of appraisal reports.
Directs the department of civil service to collect and analyze health care claims data from the Empire Plan or its successor to develop a New York state health benefit plan pricing report; provides that such report shall include a comparative analysis of actual hospital in-network allowed amounts and out-of-network allowed amounts for each hospital facility located in the state of New York; specifies service categories.
Relates to contracted compensation payments; provides for the payment of freelance workers as independent contractors, including requiring written contracts; timely payment of compensation and handling controversies relating to payment, complaint procedures, and penalties; excludes construction contracts.
Allows municipalities to adopt a local law or resolution to establish an adjustment percentage to be applied to the exemption percentage schedule for certain exemptions based upon permanent partial disabilities, after a public hearing.
Requires colleges and universities to report to the commissioner of education certain information relating to admission plans including early action, early decision and general admission.
Requires each high school senior to complete the FAFSA, an application for TAP, or a waiver form; requires schools to report data on the rates of submission of FAFSA and TAP applications.
